Basic High School MCJROTC - Memorandum of Agreement
This document provides the requirements and agreements between Basic High School MCJROTC and all students enrolled in Leadership Education (JROTC) classes. Both Parents and Cadets must accept this agreement to allow student enrollment in MCJROTC.

Purpose: To clearly define Student Participation Requirements for enrollment in MCJROTC.
Intent: To ensure Parents & Students understand and acknowledge MCJROTC requirements.

1. Progressive Physical Training and Youth Physical Fitness Tests REQUIRED & GRADED; Purchase of PT Uniform (T-Shirt & Shorts REQUIRED = $15.00 cash only … no checks)

2. Weekly Uniform and Hygiene Inspection / Complete Uniform worn ALL DAY TO & FROM School

3. Personal Grooming & Haircut Standards / No irregular hair color/styles / No facial jewelry in uniform or when performing official JROTC duties/ No smoking in uniform on OR off-campus / conduct in uniform to be exemplary at all times

4. Positive Personal Conduct Standards reflect on the MCJROTC Program and all enrolled

5. Marksmanship Safety Instruction & Examination Required - No requirement to fire Air Rifles

6. Community Service Participation Required & Graded (2 hours per Quarter)

7. Outside School Hours Activities Participation Required … Henderson Veteran“s Ceremony (Nov), Marine Corps Birthday Ceremony (Nov), and MCJROTC Awards Night (May) are mandatory and graded requirements.

8. Total Compliance with ALL School & MCJROTC Rules and Regulations

9. Uniforms, Equipment & Supplies LOAN and RETURN - No cost to Students … RETURNED UPON TRANSFER OUT OF JROTC PROGRAM

10. Lost, Damaged, Destroyed Uniforms or U.S. Property - Reimbursement Required!!

11. Transportation to Local MCJROTC events - Require Volunteer Parents/Cadets Assistance

12. Major Out-of-state Field Trips may require students to subsidize transportation expenses

13. Fund Raising Activities require all students to do their fair share to support the Program

14. Students must be ”fully physically qualified– to participate in MCJROTC (Sports Physical Required)

15. Health Care Insurance required for all field trips and team members

16. Willingness to accept orders & directions from other more senior cadets (Instructor supervised)

I have read and understand the MCJROTC Program Requirements above AND acknowledge the Detailed Descriptions of Student Participation Requirements on the backside. I have discussed these requirements with my son/daughter to ensure they thoroughly understand these requirements and agree to participate as discussed. Failure to participate as described herein is grounds for taking steps in the Progressive Discipline Plan, referral of the student to School Administration and/or failure or transfer from this class.
Detailed Descriptions of Student Participation Requirements

1. Students receive Physical Education credit for the first two years of MCJROTC. They are required to participate in progressive physical training which includes instruction on health, wellness, nutrition as well as warm-up, stretching, exercise and physically challenging activities. As with Basic HS P.E. Classes, students are required to dress out in their MCJROTC issued PT uniform and to participate in all activities.

2. After uniforms are issued, each week cadets are required to wear their uniform one full day to all classes. During their MCJROTC class they are inspected by senior cadets and/or MCJROTC instructors for uniform neatness and compliance with regulations. They are inspected for hygiene and MCJROTC knowledge and given a grade for this event.

3. By the second week , male cadets are required to have neatly trimmed and tapered haircuts. Female cadets hair length may be any length as long as it does not touch the uniform shirt collar or can be put up (instruction is given). Cadets hair color must be a natural color and hair dying other than original colors is unacceptable. Body piercing jewelry is not allowed while wearing uniforms. Females may wear conservative earrings after given instruction on the acceptable types. Smoking in uniform is strictly prohibited at all times!

4. As cadets represent the entire MCJROTC Program on and off campus, they are expected to conduct themselves in a manner as good citizens and students. The reflection of one cadet“s misbehavior or misconduct can damage the entire program and hurt support received.

5. Marksmanship (Weapons) safety instruction is given each year. After passing a safety examination, cadets may have the opportunity to fire the air (pellet) rifles in class. Parents may request their child not fire the weapons, but the safety classes are an integral part of the class.

6. Cadets will be required to perform community service projects. Many will be offered to ensure cadet“s individual schedules will allow participation. It should be noted we depend on cadets to keep their obligations when they sign up for activities. When they do not show, it requires us to find a replacement at the last minute, unfair to others and again reflects on the Program as a whole if we do not meet our commitments. Individual responsibility and/or failure to meet obligations may be reflected in participation and instructor evaluation grades.

7. Cadets are required to participate in three activities outside school hours. These are very important events to support the City of Henderson“ veterans and to carry on the honor and tradition of the Marine Corps and Basic“s MCJROTC program. Parents Invited!!

8. As our curriculum emphasizes ”leadership, citizenship and scholarship,– we expect cadets to abide by the rules established by the Clark County School District as well as those regulations we teach in MCJROTC. We accept honest mistakes, but expect cadets to know and follow the rules. Our citizenship grades take into consideration the ”whole person– concept, meaning we expect cadets behavior in school and all classes to be exemplary. Other teachers know our expectations and support us as well.

9. Uniforms and equipment are issued to cadets on a loan basis. That means we want these items back when the student leaves the program! They are not given to students to keep! They are US government property, not school property and are accountable to the US Marine Corps. We charge no deposits. We simply want them returned when you leave MCJROTC. School fines or other formal legal action may be used to recover our property. If we continue to have losses, we will require ”lab fees– and deposits. We require only a small payment for the PT uniform.

10. Any uniform lost, stolen or misplaced will require the parents to reimburse the government for the item market price established by the U.S. Marine Corps. Legitimately damaged or destroyed uniforms may be replaced at no cost under the direction of the Senior Marine Instructor. Cadets are not allowed to wear any MCJROTC uniform part at any other time except for MCJROTC inspections or events!!

11. As we perform many activities each year, we must ask the cooperation of cadets and parents to assist us getting cadets to events. We solicit and encourage parent support and assistance, and only though this support are we able to do all the things we want and need to do.

12. The U.S. Marine Corps funds one major trip every two years, and normally they ask us to stay near the west coast. We have found by asking cadets to subsidize transportation costs (share) we can go to places like Washington D.C. relatively cheaper than many nearby places. So we may ask for those wanting and selected to go on such trips to pay a portion of the travel differences. Parent chaperons are frequently requested.

13. We perform numerous fundraising activities year round in order to support all the activities we do. All cadets are required to do their fair share. Funds help pay for cadet activities, parties, local trips, cadet computer labs, and scholarships. Every penny raised goes back to cadets in one form or another.

14. Students enrolled in MCJROTC must be ”fully physically qualified– to participate in our ”physical training– activities. We push the students to perform to their ability. Cadets with disabling physical handicaps may be unable to meet MCJROTC physical requirements and are ineligible for enrollment in MCJROTC. The program sponsor requires students to complete a sports physical exam. Doctors notes with specific limitations and time frames are required to temporarily excuse cadets from specific physical activities. Parent notes without doctor concurrence / verification are strongly discouraged.

15. Any student going on field trips is required to have on file in the MCJROTC office a completed ”Medical Insurance Verification– listing Health Care Provider/Company, Policy #, Address and Phone Number. Any time this changes, we need to know.

16. Our Program is structured around leadership training. This requires us to place cadets in positions of authority commensurate with their abilites/skills/knowledge. New cadets must understand the need for their willingness to learn as followers before they can become leaders in this Program. Willing and immediate obedience to lawful orders from senior cadets or MCJROTC Instructors is expected by all.
